MGBEA Forum Highlights Push for Stronger Employee Welfare and Sustainable Public Service

The Mines and Geosciences Bureau Employees Association (MGBEA) held its eighth Continuing Employees Welfare Program and Benefits Forum, reinforcing the commitment of both MGB management and employees to strengthen partnerships for improved public service delivery.

Held at Mella Hotel in Las Piñas City, the three-day event went with the theme “United for Sustainable Public Service: Strengthening the MGB-MGBEA Partnership.” The forum served as a platform for discussing the implementation of the 2024 Collective Negotiation Agreement (CNA), with a special focus on employee development, rights, and welfare.

In his welcome address, MGB MIMAROPA Regional Director Felizardo A. Gacad, Jr. emphasized the vital role that employee welfare plays in maintaining high standards of government service. He highlighted that a supported workforce is always better equipped to serve the public both efficiently and ethically.

Legal Assistant Glenda B. Quinto led a session on instilling core values in public service, especially in integrity and accountability. Meanwhile, Ma. Mercedes Bullas from the Civil Service Commission discussed the provisions of PSLMC Resolution No. 13, Series of 2023, reminding all participants of their rights and responsibilities as government employees.

Another key feature of the forum was a session on learning and development planning, facilitated by Administrative Officer Leilani M. Saunders. The session addressed human resource concerns and strategies to support continuous employee growth within the agency.

On the financial side of the event, PEO III Florian D. Servidad spearheaded the development of the 2025 Work and Financial Plans for MGBEA-led activities. The planning process was supported by insights from the Planning, Policy, and International Affairs Division, as well as the Financial and Management Division.

The final day included chapter presentations led by MGBEA Vice President for Luzon Engr. Danilo Fernandez, who shared pressing workplace concerns. A plenary session followed, emphasizing the role of dialogue and collective action in remedying employee welfare agendas.

A ceremonial turnover also took place, marking the transition of leadership from former MGBEA President Dr. Maybellyn Zepeda to the newly installed National Council.

Closing the forum, MGBEA National President Emma Rodelie M. Deverala called for unity and sustained engagement. She reiterated the association’s dedication to building a healthier, empowered public sector workforce through ongoing collaboration and welfare-focused initiatives.
