DENR Sets Unified Mining Policy Direction, Seeks Inclusive Growth

The Department of Environment and Natural Resources–Mines and Geosciences Bureau (DENR-MGB) has set a unified policy roadmap for the mining sector, which the agency outlined at the 2025 Stakeholders’ Forum on July 4 in Quezon City and via Microsoft Teams.

The DENR-MGB in a media release posted in its website said forum brought together government agencies, industry leaders, and community representatives to align mining policy with inclusive growth and environmental stewardship.

Opening remarks from Assistant Secretary for Mining Concerns and MGB OIC Director Michael V. Cabalda, which was delivered by Engr. Larry M. Heradez, Regional Director, MGB Regional Office No. XIII, Cabalda highlighted the goal of raising the mining sector’s GDP share to 2% by 2028 versus the current contribution of only 0.7%.

The DENR aims to achieve this through sustainable and inclusive practices, stronger collaboration, and streamlined regulatory processes.

One policy reform is the integration of the United Nations Sustainable Development Goals (SDGs) into mining operations.

Gilbert L. Aquino, Chief of the Social Development Section, presented the new guidelines under DENR Administrative Order No. 2025-10.

The order ensures that Social Development and Management Programs (SDMPs) deliver measurable benefits to host communities while aligning with the SDGs.

Another reform is the amendment of Chapters V, VI, and VII of DENR Administrative Order No. 2021-21.

Engr. Manuel M. Binuya, Chief of the Mining Permit Evaluation Section, presented DENR Administrative Order No. 2025-17.

The measure will simplify and accelerate applications for Exploration Permits (EPs), Mineral Production Sharing Agreements (MPSAs), and Financial or Technical Assistance Agreements (FTAAs).

These changes aim to improve investor confidence while ensuring regulatory oversight remains strong.

The forum also included a Q&A session that allowed stakeholders to clarify policies and propose additional measures.

Cabalda, in his message of support, said sustained cooperation among stakeholders is essential for the industry’s long-term growth and competitiveness.

Closing remarks, delivered by Engr. Romualdo D. Aguilos on behalf of OIC-Assistant Director Teodorico A. Sandoval, reinforced the DENR’s commitment to balancing resource development with environmental protection.

The DENR said the forum marked a step toward building a mining sector that is economically competitive, socially responsible, and environmentally sound.
