The Mines and Geosciences Bureau (MGB) Region 7 has deputized law enforcement and local government personnel with expanded powers to crack down on illegal mining and quarrying activities in Central Visayas.
Under a new Order of Deputation, members of the Philippine National Police (PNP), the Criminal Investigation and Detection Group (CIDG), and the Cebu City Environment and Natural Resources Office (CCENRO) have been designated as Deputy Environment and Natural Resources Officers (DENRO). This authorizes them to investigate violations, arrest offenders, and seize illegally sourced minerals and equipment.
The move was formalized during an enforcement training and oath-taking ceremony held on March 18 at the CIDG Conference Room in Camp Sotero Cabahug in Cebu City.
MGB-7 said the deputation aims to strengthen enforcement capabilities on the ground by expanding the number of personnel authorized to act against illegal extraction activities.
The agency also conducted technical and legal training sessions to equip newly deputized officers with a working knowledge of mining laws and enforcement procedures.
Mining Claim Examiner Engr. Jacob M. Densing led discussions on the Philippine Mining Act of 1995, including distinctions between permits issued by the MGB and those granted by local government units.
Legal Officer Atty. Gleen A. Revilla-Maravilla, on the other hand, outlined the protocols for arrest, apprehension, and seizure of illegally sourced minerals and the equipment used in unauthorized operations.
“These officers are now authorized to investigate, arrest violators, and seize illegally sourced minerals along with the conveyances—including trucks and heavy equipment—used in these unauthorized activities,” the bureau said.
OIC Regional Director Al Emil G. Berador described the initiative as part of a broader shift toward collaborative enforcement.
“We believe that the best way to safeguard our environment is through shared responsibility,” Berador said. “Through the formal deputization of law enforcement and LGUs, we are strengthening our enforcement network to ensure the sustainable management of our mineral resources in the region.”
Police Captain Joseph Elmer Cornea of the CIDG also welcomed the move, saying it enables law enforcement to act more decisively while maintaining compliance with legal procedures.
The initiative forms part of MGB-7’s efforts to curb illegal mining while promoting responsible resource management and environmental protection in Central Visayas.
Authorities also reminded stakeholders and mineral traders to comply with DENR-MGB regulations, warning that violations could lead to the seizure of materials and possible criminal prosecution.
