President Marcos urges sustainable, law-abiding mining investments in PH

President Ferdinand R. Marcos Jr. said the government welcomes mining investments from companies that comply with Philippine laws, respect local communities, and ensure environmental protection.

Speaking at the opening of the Mining Philippines 2025 International Conference and Exhibition at The Grand Hyatt Manila in Taguig City on October 22, President Marcos urged industry leaders to position the Philippines as a reliable source of critical minerals for clean energy while advancing regional industrialization and job creation.

“To fully attain the aspiration of this sector, we must continue to attract investors who share our values—those who respect our laws, those who respect our people, and those that respect our environment,” the President said.

He stressed that sustainability should be measured not just in economic output but in how many lives are improved and how well the country safeguards its natural resources for future generations.

President Marcos said the government has adopted key reforms to support this vision, including the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act, which establishes a fair and transparent taxation framework to strengthen public trust and investor confidence, and the Philippine Ecosystem and Natural Capital Accounting System Act, which ensures the proper valuation and monitoring of forests, minerals, and ecosystems to prevent overexploitation.

He also called on mining operators to align their Social Development and Management Programs with national priorities and the United Nations Sustainable Development Goals, highlighting that mining should contribute to long-term social and environmental well-being.

“To attract quality investments, we are simplifying the procedures in the processing of mining applications,” the President said, adding that responsible development must be “underpinned by science, guided by sustainable goals, and anchored on shared interests.”
